Dankia - Suoi Vang Resort Project
The tourist site of Dankia-SuoiVang, one of the four general National-level tourist sites determined in the Master plan of Vietnam in 2010, in the Decision No. 97/2003/QĐ-TTg on July 22, 2003 approved by the Vietnamese Government.
At the Seventh Festival and the Eighth Festival of Lamdong’s Party Committee term: 2001-2005 and term: 2006-2010, the Dankia-SuoiVang tourist site determined as one of the nine major projects of Lamdong Province and the economic-Tourism determined as the dynamic Economy of the Province. It is also the decisive factor which changes the Agriculture-production structure into the Tourist-Service one Period: 2006-2010.
The focus investment to complete timely the tourist site of Dankia-SuoiVang has an important significance which speeds up the social-economic Development of Lamdong Province and Lacduong District.
I/ THE REAL CONDITION:
1/ The total area of the tourist site: 5,071 hectares
( according to the Decision No. 1818/QĐ-UB on June 4, 2004 and the Decision No. 3947/QĐ-UB on November 5, 2004 by Lamdong Province).
Borders:
- The East: contiguous to Lat Village, LacDuong District
- The West: contiguous to the land of the DaNhim Forest Management Board and the Provincial Road No. 722.
- The South: contiguous to the Ward 7, Dalat city
- The North: contiguous to Bidoup-Nuiba National Park.
Of which:
- The area granted for the Water-Supply Plant (managed by Lamdong Water-Supply Joint-Stock Company) including: 7.4 ha, according to the Decision No. 407/QĐ-UB on February 28, 2005 by Lamdong Province.
- The area with the policy in planing the second Dankia Water Plant granted for Gelexim Company including: 16 ha, according to the Document No. 494-UBND-ĐC on Janjuary 22, 2008 by Lamdong Province.
- The area for planning the resettlement area of Dankia Hamlet : 30 ha.
- The area for planning the resettlement area of BonnorB Hamlet: 30 ha.
- The area for the Administrative area of Lat Village: 20 ha.
- The area for Langbian Tourist site: 41 ha in which 2 ha has been constructed.
2/ The real condition of land
( enclosed the Appendix)
3/ Inhabitants:
* BonnorB Hamlet ( the part in side the Tourist site): 79 households.
Of which: Vietnamese households: 07 households
Minority households: 72 households
* Total population: 305 people.
- On the left side of the road from the town of Lacduong to Lat Village: 12 households
- On the right side of the road from the town of Lacduong to Lat Village: 67 households
* Dankia Hamlet:
+ Total of households: 185 households
- Vietnamese households: 03 households
- Minority households: 182 households
* Total of population: 870 people.
- On the left side of the road from the town of Lacduong to Lat Village: 69 households.
- On the right side of the road from the town of Lacduong to Lat Village: 116 households.
4/The real condition of investment and business in the area:
- LangBian tourist site: currently, Lamdong Tourism Joint-Stock Company in operation.
- The Golden Valley tourist site managed by Lamdong Water-Supply Joint-Stock Company with 7.4 ha in operation.
- Ankroet tourist site managed by Dankia-Suoivang Tourist site and Phu Tan Company.
5/The real condition of the Infrastructure:
+ Communication: Langbian Street + Lat Village + Lamdong Water Supply Company: 14.2 ha.
The road from Dalat city to Dankia tourist site was built by the State.
- From Dalat city go along Xo Viet Nghe Tinh Street Phuoc Thanh Lacduong Town Lat Village The Tourist site (in the East of the project )
- From Dalat city Cam Ly Airport Golden Valley Tourist site The final part of the project (in the West of the project)
- The Dong Truong Son Road is being built by the State, it connects from the West of the tourist site to the provinces of Dak Lak, Kon Tum, Phu Yen, Quang Ngai, Quang Nam…
- The road 723 was built by the State, it connects Nha Trang (Khanh Hoa province) to the Cross-road of Lacduong Town and to the East of the tourist site.
* Power:
The 110kv-stransformer station is be built in Ward 8, Dalat city by the Electric-Power II company. In addition, a project of building an other 110kv-stransformer station in the Tourist site, Lacduong Town and Lat Village by the Electric-Power II company is available.
II/ THE PROJECT OF THE RESETTLEMENT AREA OF THE TOURIST SITE:
- The Resettlement area of Dankia Hamlet: with an area of 30 ha in side of the tourist site including 157 plots.
- The detailed plan: approved by Lamdong People’ Committee according to the Decision No. 2239/QĐ-UB on August 31, 2006 and announced in planning by the Management Board.
- The investment project approved by Lamdong People’ Committee ( in the Decision No. 1501/QĐ-UB on May 4, 2006.
- The total investment capital: VND 68,970,610,000.
- The Resettlement area of BonnorB Hamlet: with an area of 30 ha in side of the border of the tourist site including 139 plots.
- The detailed plan: approved by Lamdong People’ Committee according to the Decision No. 2240/QĐ-UB on August 31, 2005 and announced in planning by the Management Board.
- The investment project approved by Lamdong People’ Committee ( in the Decision No. 1502/QĐ-UB on May 4, 2006.
- The total investment capital: VND 60,158,354,000.
* The project of recultivation: with the total area of 92,97 ha out side of the tourist site ( in Danglen Hamlet, Lacduong Town ).
- The Outline of surveying and planning approved by Lamdong People’ Committee and it is allowed to be a project of recultivation (in the Decision No. 1970/QĐ-UB on August 4, 2007 ).
- The survey and planning signed between the Management Board and the Environment Resources & Techniques Center (Lamdong Environment &Resources Department)
III/ SOME CHARACTERISTICS TO BE NOTED IN THE TOURIST SITE:
1/ The Dankia Lake, the major source of water for Dalat city
The area: 245 ha with the related-data as follows:
- Capacity: 20 x 106 m3
- Max. Water level: 1421,8m
- Min. Water level: 1413 m.
With the Water Plant of Lamdong Water Supply Company supplying a capacity of 25,000m3 / 24 hours.
* Notes: In addition to Dankia Lake, the Chien Thang Lake supplying water for Dalat city with the capacity of 6,000m3 / 24hours.
2/ Dankia Lake (mainly) and Suoi Vang Lake supplying water for the Hydro-electricity Plant.
- Capacity of the Hydro-electricity Plant: 4 MW.
- Water amount for consumption: around 20,000m3 / hour.
3/ The initial surveyed data in the catchment-area of Dankia Lake:
- The area of the catchment-area: 123 km2. Of which the catchment-area located in the Tourist site around: 46 km2
4/ The area degined as a Beauty-spot site in side the Tourist site: according to the Decision No. 06/QĐ-BVHTT on December 28, 2004 in Ranking the National Relic “Langbian Mountain Beauty-spot” with the height of the Peak: 1,949m and Nui Ba’s Peak: 2,167m.
* The total area: 1,419 ha
Of which in the Zone 1: 160 ha ( strictly protected)
Zone 2 and 3: 1259 ha
IV/ THE INTENTIONAL INVESTMENTS OF SINGAPOREAN AND JAPANESE INVESTORS:
1/ The intentional investments of Singaporean investor:
a/ The functional areas: the general oriented-development tourist site in a 20-year period drawn by the Singaporean investor with three main functional areas:
- The active-area: in the East and Southeast of Dankia Lake, formed mainly in the first phase of the project. The main contents implemented in the area including: the Center of the Village, trading enterprises, family themed-park, cable car system, hotels, parking lots…
- The cultivation area: expected to be in the East and Southeast of Dankia Lake.
Vegetables, tea, flowers planting, botanical garden, wild-animals farm, fish farm are expected to be there.
- The tranquility area: in the Southwest, West and Northwest of the tourist site. This site connect to the entertainment area and the wild area surrounded it. In this area, a luxury guesthouse, boutique guesthouse, golf club, villas, rustic inns, the picnic and camping site, horse-racing center,… are expected to be built.
b/ The Phases of the project development:
*Phase 1:
- The investment in the center of the Village
- The family themed-park.
- The guesthouses
- Botanical garden,..
- The accommodations of the staff
- Building the initial infrastructure
+ The total of capital: $ 119 million.
* Phase 2:
- The family themed-park (the clubs and the animal-racing course, luxury entertainment sites, souvenir shops,…)
- Various kinds of guesthouses
- Cultivation-tourism enterprises
- The new development and support works ( extending the botanical garden, the accommodations of the staff, infrastructure building, zoo, birds sanctuary, bungalows, camping site, clubs and golf course, horse racing center, the training centers, picnic sites)
+ The total of capital: $ 290 million.
* The final Phase: un expected investment of $ 480 million.
2/ The intentional investments of Japanese investor:
The $ 1-billion-functional areas was not cleared by the Japanese investor.
* Phase 1:
- Standard hotels
- Budget hotels
- Flower garden, family themed-park.
- Entertainment park, shopping mall
- Cable car system
- Amusement park
- Swimming pool
- Entertainment stalls
+ The total capital: $ 119 million( including $ 18 million for building the initial infrastructure ) implemented in 5 years from the time of granting license.
* Phase 2:
- Keep developing the phase 1 ( standard hotels, budget hotels, village center, amusement park, administrative areas,…)
- The connected-stilthouses.
- The boutique, luxury hotels
- Underwater-activities
- Villas
- Agricultural tourism, farming, open air activities
- The Zoo
- The golf course and training ground
- Boat-rowing, airship
- The education & training center
- The waste water and garbage treatment system
- Forest - reforming and forest-planting.
+ The total capital: expected to be around $ 290 million and implemented in three years since the phase 1 completed.
*Phase 3:
- Keep developing the phase 2 ( hotels, villas, stilt-houses, amusement park, village center, botanical garden,…)
- The handicraft and fine-art center,
- Musical shows
- Convention centers,…
+ The total capital: $ 480 million and implemented in three years since the phase 2 completed.
V/ SOME NOTES TO BE INFORMED TO THE INVESTORS WHEN INVESTING IN THE TOURIST SITE:
1/ Some minority households (with the farming occupation) living in the tourist site. It is very important to arrange the houses, constructions, cultivation in accordance with the tourist site, this might considered to be the specific characteristics to attract the tourists.( the handicraft and fine-art production area, flower-planting center, the unique construction of the K’ho minority people.
2/ The catchment-area of the project area is around 46 km2 out of the total 123km2 of the catchment-area, but it is the area surrounded the Lake so it suffers the pressure from the surrounded catchment-area. So the investors are required to extend the scale of the project site and the catchment-area of Dankia Lake, as well as the relationship between Dankia Lake and the neighbouring areas in order to make sure the Dankia Lake is in the center of the Project.
3/The majority area of the forest in the project site is the pine forest, the investors should research to plant forest in the empty land, change some area into the wide-leave forests to make it various.
4/ For the Ankroet Hydro-power Plant: with the small capacity, low- effectiveness economic, but it affects to the water-supplying activities and tourism activities, so the investors should buy it or suppose the Government in owning it.
5/ To effectively operate the tourist site, the investors area required to cooperate with the tourist site’s Management Board and the relevant agencies to prepare the plan in training the human resources and training the vocational for the inhabitants affected by the project.
6/The major architecture research should be focused on. It might be the French architecture except the Spiritual Tourist site, it must be suitable for the nature of the religion.
VI/ SOME OF THE FUNCTIONAL AREAS: ( JUST FOR THE REFERENCE )
In the East and Southeast of the Dankia lake, the functional areas should be arranged as follows:
- The central area
- The Hilltribe village
- The amusement park, family-themed park, cable car
- The international convention center
- Farming area, botanical garden and the Zoo
In the West:
- Villa villages ( mainly French architecture )
- The Religious tourist site.
In the Source of the Lake:
- The scientific research site
- The training and education site.
